When I had a similar laptop problem, where the screen just said fan error and turned off, I had to send it back for repair. It was still under warranty, though. As with your cooling system, the BIOS must sense that and won't let you boot up the computer, for if you did and let it stay up a while, components would probably start to fry. Overheating most likely led to the whole problem in the first place, which is what happens to most laptops that bite the dust in this manner. I've only had my IBM laptop for two years, and I've had to send it back for repairs three times under warranty: power input problem, fried fan, then fried motherboard. Either of the last two problems would have cost more to fix than just buying a new computer, had I actually had to pay for them. Instead of paying for the fix of the cooling system, you may want to wait and purchase a new computer when it's necessary - it'll probably cost about the same, and you'll have updated components.
